An important aspect to park residents being able to purchase their parks is the organizing of residents into a functioning entity.  Whether or not the park is for sale, it is in their best interest for residents to have some kind of association, even if it is very loosely structured.

There are four key items that determine the extent of CASA's involvement in resident park purchases.

When CASA is analyzing the appropriateness of our involvement, we first look at three things:

  1. Is the park Closing?
  2. Will the owner want to sell to the residents?
  3. Do the residents want to purchase?
  4. Is it affordable for the residents?

CASA is producing materials to use in working with resident associations concerning board responsibilities, types of entities, funding options, various types of purchase options and management.  An important component of helping organize a park and assess the overall situation is through a survey of all park residents.  The information of the homes, funding mechanisms, demographics and interest in forming a cooperative to purchase the park.  A survey of the park's physical condition is also conducted.

An undertaking of this magnitude is almost incomprehensible for some residents.  It takes dedication, hard work, persistence, tenacity and patience.  Residents are going from renters to owners, and although a management company is hired to do the day to day business, the residents still own the park and are responsible for the parks operation.

CASA hopes to assist these residents as they take control of a key aspect of their survival: their shelter.
