Benefits of Resident-Owned Communities
Why Sell to Residents?
The conversion of a manufactured home park into a resident-owned community through the sale to a non-profit manufactured housing cooperative benefits everyone involved - from park residents to park owners to the surrounding community.
Benefits to Residents
Through cooperative ownership of their manufactured housing community, residents are able to control lot rents by membership vote, keep the park well-maintained, make practical rules, and remove the danger of the park being sold or closed. The cooperative model creates a strong sense of community. All members are entitled to a voice and major decisions are made by democratic vote.
Benefits to Owners Interested in Selling
CASA’s program equips residents with training and resources that allow them to operate as a competitive investor, able to offer the seller a fair market price through a timely and professional transaction. Moreover, owners who sell to resident cooperatives are able to take advantage of various incentives, including an exemption from state capital gains tax. In addition, owners avoid paying mandatory moving fees that are normally levied in the case of park closure and redevelopment.
Benefits to the Community
Manufactured housing parks represent a large portion of the unsubsidized housing stock affordable to low-income Oregonians. The creation of a resident-owned community not only allows residents to establish a liveable, sustainable and secure community, it also provides a way for local governments to preserve affordable housing options within the community.
